Representatives of the U.S. Democratic Party are discussing options for allocating a new military aid package to Ukraine worth about $15 billion, as well as for stepping up sanctions pressure on Russia.

Globalinfo.Az reports that Financial Times published the information, citing sources familiar with the discussions.

Democrats, who won the midterm elections and took control of both chambers of Congress, intend to increase support for Kyiv and to restore close ties between Washington and its allies in Europe. However, the authority to set the U.S. foreign policy course remains with President Donald Trump. Democrats therefore plan to use budget mechanisms and parliamentary oversight to influence the administration’s decisions.

One of the priority areas will be additional assistance to Ukraine’s energy sector ahead of the winter season. Providing missiles for air defence systems, intelligence data and access to the Starlink satellite communications service is also under discussion. Part of these measures is expected to be included in the annual U.S. defence policy bill.

In addition, Democrats intend to revisit legislation on sanctions against Russia after the Trump administration decided to ease some restrictions amid agreements on supplies of Russian diesel fuel to world markets.

“We will fix the Graham law. It took a year and a half to impose sanctions against Russia, and then everything was simply cancelled,” one party representative said.

However, the Democrats’ options are limited. To override a possible presidential veto, they will need the support of some Republicans.

According to experts, with the new Congress taking office in January 2027, Democrats could use the federal budget approval process to put pressure on the Trump administration.
